Police Standoff With Gunman in East Fishkill Ends Tragically

Update 10:00 a.m.: New York State Police are now investigating a member- involved shooting that occurred in the area of Carpenter Road and the Taconic State Parkway Monday night in East Fishkill.

State police responded to a report of domestic violence where one of the parties involved displayed a handgun. East Fishkill Police Department and  the Dutchess County Sheriff’s Office were also on the scene.  Responding troopers then established a perimeter surrounding the residence.  The subject, identified as 40-year-old John J. Terzani, was contained in the immediate area outside his home.

Throughout the evening, crisis negotiators from all three agencies maintained contact with the subject in an attempt to get him to peacefully surrender himself and his weapon.  Negotiations could be heard into the early morning hours.

Police attempted to subdue Terzani with the use of an electronic control device, which was ineffective.  At approximately 2:30 a.m., Terzani pointed his handgun at law enforcement officers, at which time, a seven-year veteran of the state police, assigned to the Capital Region Special Operations Response Team, discharged several rounds striking Terzani.

Troopers, trained as paramedics, immediately began to perform life saving measures on Terzani prior to him being transported by ambulance to Saint Francis Hospital in Poughkeepsie, where he was pronounced dead early Tuesday morning.
